What's wrong with this performance?

Guys, I don't have an old PC. In fact, I bought it last week. Especially for Fallout 4. I have Intel i5 4690 3,5 GHz, GTX 970 4 GB RAM and 16 GB RAM. The game in unplayable. At automatic settings, set by the game, I get no more than 10 fps (checked by Fraps) - when it doesn't crash at startup which happens in 8/10 tries. When I lower the settings to an absolute minimum, not only I can get up to 20 fps and nothing more, but the gameplay looks crappy. Being in closed/open areas doesn't change anything. Messing with the graphics settings doesn't change anything as well. I haven't achieved more than 20 frames per second. The only situation with a decent fps is the intro. Now, this is not my computer's fault, according to Bethesda I meet more than minimum requirements. I expect somebody does something with this, I haven't waited 4 years for a new game and spent a lot of money on a new PC just to uninstall this piece of cr*p! COME ON!!
