What do you think about having a Critical Hit Recharge Timer

According to the S.P.E.C.I.A.L. description in the E3 Trailer, Luck is - A measure of your general good fortune. It affects the recharge rate of Critical Hits, and your chances of finding better items. - This is a HUGE change and brings with it some very big implications. Do you like a Crit Timer? Knowing that you have a Crit saved up for that all-important blow against that hard-to-kill enemy? Or do you prefer the randomness of the old method? I am undecided at this point. I see advantages on both sides, but it is a drastic change that we will need to get more information on before we can judge it fully. Do the Crits carry over between combats? Can you have more than one Crit saved up at a time? Is there a Perk that enables you to do so? Etc. What do you think?

As long as the timer does not effect the out-of-VATS chances of a critical hit (When sneaking and sniping), they can pretty much goof around with that, as much as they want for my sake.

Since it is in the start of the game, during Character Creation, I suspect that it will impact all aspects of the game - in and out of V.A.T.S. Of course, a head shot is still a head shot, whether it is critical or not.

TIMER? So you can blow a crit on a mole rat and be guaranteed to be on CD against the Deathclaw behind it..?!

There's no luck in a critical hit if you can choose when to use it. Having a timer thing is a strange idea.

We don't know yet if the timer carries over between combat or if it resets between combat. And just how long is the timer per Luck point?
