Cause of horrible bias.

And North Vegas cause I like the slums part but think it should have more quests and NPC's to it.

Would be fun with a giant rat hunting quest.
Nothing major.
No big exp deal.
Just a quest to show that the people are really poor and need to live off of rats.
And if one kills a lot of them they get all like "Ooh you got so many of them! You're an awesome hunter!".
To them it's a big deal.
To us, maybe not.
But to them it means food for another day or two.
Course, the evil option could be to force them to buy it for additional caps or heck if you're feeling really evil, poison the rat meat. :)

Then maybe have a junkie completely out of his mind which if you tell him you have drugs he will attack you if you don't give it to him.
Again, nothing major, just there to give flavor to the area and show a junkie that is desperate to get another fix.
A way to help him is to direct him to FotA or give him fixer.
The bad way could be to give him lots of caps so he over-doses on the amount of drugs he buys, give him tons of drugs directly and let him over dose in front of you or tell him he'll get drugs/caps if he kills someone in that area for him.

Stuff like that, except maybe less black and white as I put them.

Jacobstown. Marcus needs more dialogue and the town itself has potential for more content. Also Westside, Mean Sonofa[censored] needs more of his witty and wise dialogue.

Well, it's about what town/city/settlement/outpost we'd like changed/tweaked/fleshed out and how to go about it, quests, shops, additional NPC's (Generic & named) artistic design et cetera.

I want new towns....

...that said, I voted for Novac. Something about that town that makes me want to see it grow into a much bigger place. For the game, it has enough to do and all that, but I want to see it grow. More houses, more people moving in and settling there, especially after I help clean out Nelson, one of its closer "threats." Maybe Cliff could made some side caps allowing other street corner vendors to sell his seemingly endless supply of dino toys..

To me all the towns early on are a bit empty.

It's not that they're not wonderfully thought out, just that doing so makes you yearn for more.

However I think Goodsprings got neglected too much once you finish the intro.

Though Goodsprings lacks quests, the town itself feels good and finished. Perhaps it could use a simple quest or two extra to get people going.
Primm is a town that could really use something more to do. Beside the casino and Mojave Express there seems to be little to do after you clean out the convicts and clean it up. The Bison Steve seems like a place that could use some work and the Vicky and Vance has more floors than are being used.
Nipton is empty, but there's already a mod working on that to satisfy it's needs.
Novac has a bunch of stuff to do, but I find it such an enjoyable place and quite a central spill in my play-throughs that I'd like to see more happen in it. I is apparently, at the time of the game, the major way to the strip. A few more quest, having the town seem more alive, with travelers and traders passing through or spending the night.
The Strip was a little thin on things to do on it. One quest for each casino and a few quest that were initiated from there. It would be nice that you could do some stuff for the Vault 21 hotel and a few more quests in and around the casinos.

I was the most disappointed with West-side, though. It's something you only pass through. It's this thriving community with Fiends to the south and the rest of Vegas to the east and yet there are no quests that are started there, nothing special you could do. It felt alive and I wanted to learn more and do more with it.

I think the strip should be upgraded and made alot bigger. I also think some of the smaller cities like Primm and freeside should have more shops more to loook at and more people to meet

i would say the ability to hand control over Nipton to a number of different factions would be cool.

each would change rebuild the town in a different way.
