So far, I like farming Fatman wielding Boomer in Nellis AFB, the Gun Runner Guards, the Trauma Harnesses and Lobotomies in OWB, Unnamed Legion soldiers in Cottonwood Cove, Random Powder Gangers and Fiends. I'd probably sneak kill NCR Veteran Rangers for their gear, but non of them have the good stuff yet.
