Orcs, because they always get treated like they're all dumb, smelly, ugly monsters incapable of being trusted with a task that involves anything other than bashing someone's head in.
Granted, that IS their specialty, but their potential is so untapped, even in Elder Scrolls. Even my fellow Orc users, when asked why they play them respond with stuff like this:
I like Orc cause I like smash stuff.

Khajiits and Argonians may get enslaved by the Dunmer, but at least they've had their own provinces since the days when those Dunmer were called Chimer. Throughout history, every time Orcs tried to set up shop, someone had to come and tear it down or lose thousands of lives trying to. For what? The comfort of knowing those "smelly green-skinned buffoons" were secluded to caves in the mountains?
Even in the end of the Third Era, Orsinium was not allowed to stand as it's own province. I don't know what it's like now, but I don't imagine the situation for them has improved.
Orcs are called the Pariah Folk, and I don't think they deserve that. Not because they can cleave your head in two, but because a real Orc won't do that without a reason.
