It doesn't matter again, because it doesn't change what you said, which was he didn't need to understand them. He certainly does if he wants more recruits to fight the Stormcloaks.

Maybe not to you. But this thread is about our opinion on Tulius, not what we think of his political failures or his hatred of Nords. You are on a different subject that is unrelated to the thread because you wanted it that way.
As a general, he does not need to understand them. to me, it is more about the convictions of the nords. If they want to join the Empire despite Tulius's opinions, they will, if they do not, they wont and they did not have the convictions in the first place.
Not if Ulfric is still able to keep him from winning outright, he's not. Empire being in charge (of those that accept their rule) doesn't matter when you have to persuade others to join your side, which suggests they're not as in charge as they like to think.
It's simple really. If you want people to join you, you need to look at them with respect, and treat them with respect. Look at all the SJW stuff with them saying gamers are dead, and saying male white gamers are all nerdy neckbeard misogynists. They want support to feminists.. that isn't the way to do it. Off topic, but relevant.
"Doing just fine" is an attitude that loses wars. Why do just fine when you can do exceptionally?

Again, he's doing good enough that Helgen happened, and don't delude yourself, (of course your going to anyways) the one and only thing that saved Ulfric's ass is that Alduin of all things attacked the place and everyone scattered. If your going the doing just fine loses wars route then why does the guy who has the ability to use a legendary Nord/Dragon power keep losing. Especially someone who is supposedly such a great warrior even without the Thu'um. As yourself so elequently put it, Ulfric's only accomplishments are beating barbarians with pointy sticks from entering a walled city and using the special ability taught to him by pacifists to beat a welp of a ruler that he could have and should have just beat by military skill alone. Oh but he did it "to prove a point" so that somehow makes it ok. While Tullius' accomplishments may not ever be mentioned in game, he's still the Empire's go-to problem solver, and he still turned losing the civil war to the Stormcloaks to being able to capture Ulfric and his men even with the Thalmor secretly messing up attempts at capture whenever they can.
That could mean militarily, or something other than political. She is not specific as to what leadership skills he has. But as I said, for me, it is not about whether or not he actually is a political figure, it is that he does not do a whole lot of governing, which seems to go to the Jarls.
In this way, I see Tulius in that position as more a "military governor adviser to the governor/Jarl of Solitude" and not a true governor.
