What is the explanation for the Chinese involvement in Fallout 3 instead of the Russians? It is my understanding that they seem to have basically swapped Russia (USSR) for China to be more relevant to the more modern times. But is there a proper retcon or explanation here?

It's always been China that opposed the US. There's no ret-conning here.
