Vivec and the other two never really reached CHIM. They reached an approximation of it, because they didn't realize you have to mess with the other stones too (which the Dwemer ended up finding out).

Vivec actually did achieve CHIM, after the events of Morrowind, when he was mortal. Read the Trial of Vivec.

Apperently you didn't listen to my rant.

There are amny ways at reaching the final subgradient. CHIM is one "messing with stones" may be another. What the Dwemer did was another. The Psijic Endevour is another. The Nu-man is another. The enatiomorph is another. There are many roads that reach the final destination, and CHIM is just one of many.
