Each of the Big Three has their ups and downs.

NCR brings a sort of national stability of law and order as it expands slowly East.

Caesars Legion brings a harsh but firm order and security to its people as it pushes West.

Mr. House brings economic and technological progress for humanity. While Mr. House's progress may not benefit every human, it does benefit humanity on the scale of things.

I believe Mr. Houses ending would benefit the people of New Vegas the most not necessarily the surrounding Mojave.

Im predisposed to hate the NCR, simply cant stand em. As Ulysees says " the bear is diseased, barely clings to life". I just dont think their truly helping anyone but their selves

I believe the best outcome for the Mojave as an entirety would be the independent choice.

It seems pretty clear to me, judging by the ending slides, that the NCR offers one of the best endings for the Mojave. The worst that happens in some people are forced out of certain settlements because they can't handle the taxes---I'm not sure if this means the NCR's tax system is notably regressive or what? But at the same time, being part of the NCR also greatly increases trade traffic which should benefit everyone. Vegas itself finds itself in much better shape with NCR and Follower support.

Independent leaves the Mojave in an unpredictable state. In some cases, this means a town thrives. In others, they find themselves struggling. Without NCR support the Mormon Fort is overburdened and unable to cope with the influx of patients. House, at best, ignores everybody. Assuming his stated ambitions are actually feasible, they'll only truly benefit whatever cronies happen to be in his pocket---so far, that's mostly murderers and thieves. Caesar ends up enslaving a bunch of people and erecting a police state.

None. Absolutely none. NCR offers taxes and legislation while Mr. House offers order, stability, and a future for mankind. Even independent is better than NCR because the people of the Mojave don't have to deal with any NCR [censored].

You need an NCR victory to get the best possible outcome, the Elijah Red Cloud ending which would probably benefit the people of the world the most

Stability and trade, access to education and being granted indelible rights as NCR citizens.

For the most saintly good ending, NCR is probably the way to go.

The Brotherhood conflict in the mojave can be resolved peacefully, and with the NCR, the brotherhood doesn't just turn themselves into tech hording raiders.

The Followers of the Apocalypse expand their efforts significantly in Vegas.

Goodsprings receives more trade, but some people are forced out by taxes, however the word choice doesn't use a positive connotation.

The Kings can end up working with the NCR for a full scale relief effort, and the King's remain an independent group.

Primm benefits greatly from NCR protection and merchants, but they get hurt by some taxes.

So basically for the most good ending you get some pretty positive things, while the downsides are some taxes, ooohhhhh!

Also Vegas being Vegas would lead one to assume that statehood wouldn't wait too long to come to the Mojave, so the people would get their citizen rights too.

I don't see why that's a problem. Their annexation of the Mojave can be mutually beneficial, I don't see someone looking out for their own best interest to be a necessarily bad thing if those interests do not conflict. In the original deal they struck with the Desert Rangers, the legitimate representatives of the Mojave, the NCR agreed to protect the Mojave from the Legion in exchange for the Desert Ranger's assimilation into the NCR Rangers, that's reciprocity, not exploitation. They aren't doing it for altruistic reasons, but if the worst thing that the people of the Mojave have to suffer are taxes to pay for the government services they receive, well they have no sympathy from me. It's a part of being in a society, if they want lower taxes, then they should not complain if security gets cut as a result. Since I believe that once you kill House, some NPC's have a dialogue mentioning the possibility of eventually becoming the 6th state of the NCR, we can safely assume that should they be accepted as a state, as most of the Fallout 2 settlements were, they will be represented in the NCR senate as well, so this isn't really a "taxation without representation" issue either.

I'd say NCR or independence would work out best for the people, for the reasons already stated but from a game point of view probably independence. It's all a matter of more chaos making better games from my point of view if we end up with say 3 or 4 countrys running the old US then I think the game will die as there would be no badlands for the story to be placed in

Honestly, the whole frontier/wild wilderness angle has been done to death. I can understand the perception that a less lawful setting might make for more interesting conflict, but I think that's greatly underestimating the level of conflict one can find within a single system. Creating conflict between two disparate ideologies or two distinct cultures is easy. Creating conflict within a culture and between internal factions takes more subtlety and, I think, makes for a richer experience.

In the end, regardless of the context, it'll all come down to the writing.
