Im currently level 11 and have not been given a letter in quite some time..

Ive tried talking to all the neccessary royals (lhotun etc) but I never get anything.

14 is required to do the final quests.

Hmm could I have run into a glitch? ive been level 11 for a while now and have checked UESP.. I should have been eligable for the the level 8 quests.. one is saving a woman from a tower.

Some quests are not initiated by a letter or someone. In the case of seeking Medora in her tower, it was Prince Lhotun who suggested you see her, so you just have to do that (she's not going to send you a letter).
