I'm hoping with Skyrim, the NPCs will often converse with eachother in depth aboutu things we've missed between Oblivion and Skyrim

well, let's see...

High Rock is... High Rock.

Hammerfell... is also not doing anything.

Cyrodiil is getting attacked from the south while trying to hold on to High Rock, Hammerfell, and Skyrim.

Elswry is completely independent.

Valenwood and the Summerset Isles became the Aldemeri Dominion and want Cyrodiil.

Argonia is now Black Marsh and Morrowind.

And Skyrim is about to go into civil war.

But aside from the bit about Skyrim, I'd assume that's the situation as seen in Infernal City, in which case, things could have changed between the novel and Skyrim, so we can't really be sure what the situaion with other provinces is in Skyrim, we'll just have to wait and see what, if anything, is said in the game, and I do suspect that we'll at least get a few rumors mentioning what's happening in other provinces, even with the decline of the Empire potentially reducing contact between the provinces. There's a lot that could have changed since our last look at the situation in Tamriel, and Bethesda probably wouldn't want to make it so we ONLY get to see what's going on in Skyrim, though obviously, that would be the main focus.

I'd rather have them talk a lot about the current situation in a way that makes sense, have different versions depending on the person and/or town and leave hints for you about things you can discover in books, pamphlets and so. Especially in Morrowind, I often felt like "oh my, have to look that up".

I think it's time for Alduin to recycle Nirn.
