I dont think it should be that hard to fix as there is already a mod for it...and its been there since release so....would be nice if the game breaking bugs get fixed first...

This isn't a game breaking bug and that's more than likely why they haven't wasted their time on it.
That and the fact that someone will do it for them anyway as you said, with mods, so why should they waste one second on it?

First mod I installed, which also fixed some other rather glaring bugs.
god mode isnt gamebreaking...??? most game breaking bug i encountered so far and since its something they can fix in litteraly 30 minutes cause they only need to change a value makes it rather hard to understand

I can understand your frustration, but it's not a game breaking bug.
A game breaking bug is something that occurs all the time that does not allow you to advance and/or complete the game.
I actually like the perk just how it is. I don't want it to be changed. Truth be told I didn't see much of a difference after I got it which makes me wonder what all the fuss is about.
I would be pretty pissed if something was changed with the perk now after I've gotten used to what it does after all this time.

It's a really easy fix. It's also a really low-priority issue. I'm pretty sure the first patch didn't include any changes to Fallout.esm. I assume they'll do what they did with Skyrim and put all those changes in Update.esm. I expect something like this will be fixed in the first patch that includes Update.esm.
You don't have to get the perk.
Romancing the npc is optional.
Aiming for the head is optional.
Using vats is optional.
You just need to have a little bit of self control. If you can't do that, you need to grow up. This is a mature title after all.
Also why is a spelling mistake a big deal? Everything just works as intended.
It needs to be fixed. It is ruining my time with MacCready. 95% headshots permanently is too much.
I hope they fix it soon too. I'd like to be able to do MacCready's quests without being punished with a permanently crippled VATS.
The player should be able to access whatever content they please within the game without some bug taking away from that experience. This bug takes away the ability to complete a quest for a certain NPC they're interested in, because it takes away being able to use VATS the way they want to. Making yourself ignore content you're interested in because some lousy bug prevents you from experiencing it is a shame, and this whole "self control" thing is most certainly no excuse for it.
I can somewhat understand the outlook that this bug can be considered low priority, sure. But this sort of mindset in trying to excuse it and then tell someone they need to grow up is absurd.
Especially when it would take Beth less than five minutes to fix it, as it's a simple value edit to one line of code.
Right. Because while ignoring the bugged headshot mechanic does make the game playable without exercising godlike, game-breaking power (try a suuuper-long distance snipe when the rest of the body is single digits and the head is STILL 95%!), ignoring it also means that players have lost the fair, 20% benefit they worked hard for. It is supposed to be 20%; what the "ignore it" option leaves us with is insta-kill or nothing.
That sort of reasoning is just so flawed, everything in Bethesda game is optional so by your logic they should never fix any bugs since if something doesnt work as intended just dont use or dont do the quests.
Now to get back to the OP yeah the bug is anoying(sure its not strictly gamebreaking but still anoying cuz it [censored]s up many viable builds by making em OP), sure its not the biggest bug around but since its a superbly easy fixable bug there rly is no excuise for this and few other similar bug fixes not to be included in the first patch, simply because all it wud take is max 15 mins of cell value changing to fix em all without any potential for breaking something else in the procces.
It would be yes but this is Bethesda we are talking about so it might be better to embrace those game breaking glitches rather than rely on hope.
Well if you play on PC its been fixed by mod long ago(like in first 2 days after game relase), same as most other bugs will get fixed in couple of weeks after GECK release anyway. However that only applies to us that play on PC.
And as a console peasant, that is nearly as infuriating to read as the bugs themselves.

Well you guys are supposed to get mod support this time around as well(bit later and limited but still), i wud assume the unoffical patches will be one of the mods that will get console certified fast.
Hopefully in the next patch they will Iron out the bugged perks, and weapon stats. Releasing a patch on PC wouldn't be to difficult for them, but the patching system on consoles is different, it costs alot of money to get done, but hey they do have the money for it.
true, after building a character towards pistols and vats for 100 hours im just gonna not do that now due to a broken perk
it is gamebreaking if it keeps you from playing the game cause there is no more challenge...sure i cannot aim for the head but its also annoying to artificially gimp yourself - and as said, the fix is so easy the trainee could do it in a coffee break... why do i not want to use mods? Cause older bethesda games have thought me to rather wait a bit before risking my savegames with mods...
I also honestly think its a bit lazy for bethesda to outsource the bug fixes to modders...yeah modding is great and all and the game is fun but at the same time it seems awfully lazy - same engine, same bugs...what did take them all these years and then not the slightest improvement on bugs? gosh...i due hope the next installment will have good quality control before release
