When player clears out...

When the player clears out, let's say a cave in the elder scrolls video games, wouldn't it be good if the empire came in or some legal faction to refill their cave(that the player cleared out) as a base or outpost? If I recall correctly, some factions already do in Morrowind but not a lot of the times the Nerevarine or the Champion of Cyrodiil let's say reported to their joined faction or Tamrielic Empire whenever the player does it. I'm just saying because it would make towns a little safer I would think from bombardments and assaults from bandits regrouping, resting their fatigue and health inside their caves and such. Do they(as in legal factions or the Tamrielic Empire) practice this already without me finding out yet or what? Now I know it would take the fun out of the game a little because the player would want to chill in some places that are untouched for some peace and quiet and just chilling or waiting for enemies to respawn so the P can slay more and more creatures, people, and stuff but...just saying I thought this method for the justice organizations to make Tamriel a little safer for once. Tamriel isn't all that safe, I don't know about Akavir continent or whatnot but I was just curious what your takes are on it are.

You know how expensive it would be to hold, fortify, and maintain each and every derelict cave a hero goes and clears out? Not to mention that its so remote and out of the average persons way. So out of the way in fact, they'd probably be overrun by bandits/your local friendly horrific monster in a short matter of time.

Oh yea, I forgot to mention that I thought the Empire had the numbers since they're well, an empire. But I guess I've overlooked Elderscrollsness for the 100th time. Well, that answers my question.

Edit:Darn, I did some research, and the amount of troops they would have from situation to situation is a lot. I guess you can lock this thread down now.
