When a Steward isn't a Steward

I made Belrand a steward of one of my homes, but recently I returned and tried to take him as a follower again only to find that he demanded payment. I thought that stopped for mercs once they became stewards?

Kill him for the insult and find a steward/follower that has more respect for power and their own life.

This is why I do not use mercenaries for this kind of thing. Or for anything for that matter.
