i need to patch my game... my quest is bugged. in previous game i normally patch it myself via editor

If you mean the G.E.C.K. (Creation Kit / Construction Set), aka the official modding tools, I heard it wouldn't be released before end of 1st quarter 2016, so late march/early may. Really not sure though, I didn't follow that much the hype of pre-release to avoid spoilers. I hope that's not what you need to continue playing.

As for the console in-game, it is already included. Press the tilde ~ key (left of 1, on lots of keyboard) and type the command. (Onsome keyboard it is ` or #)

If that's what you mean, detailing your problem would help, I'm sure someone has the answer.

currently there is an NPC will constantly following me (i can disable it via console disable command) but i am stuck in essential mode that my character will simply end up fall down on ground and regenerate 100% hp. also not sure is this related to this quest stimpak now remove all my radiation. so i also need to fix that as well :S which seem like i have to drop my character after done 30hours on it T_T
