And when I use Whirlwind Sprint.... the 2nd and 3rd words usually trigger several seconds after completing the shout... with comic timing.

That's obviously because you sprinted faster than the speed of sound, and it took a while for your voice to catch up with you!

I'm on xbox. I'll just assume it's full powered..definitely seems to have a different magnitude than previously.

Did you hold the button down longer?
It is dependant on how long you hold it down to charge the shout and a quick tap wont give you the full shout.

I often have the same problem with Unrelenting Force.

*Low on health, opt for the unrelenting force shout.* FUS!! *Two enemies go flying off cliff. One enemy is saved by a rock...............................
