Perhaps not until they know how it goes with The Elder Scrolls Online? Cus you know, it's on the top of the menu @ Bethesda Softworks Elder Scrolls official site.
Maybe they grown tired off creating the RPG we love so much, maybe they want to explore other areas?
Perhaps Skyrim is as good as it gets untill the next-next-next generation console comes out.

ill give a rough estimate of 4 to 6 years.. by then people (and hopefully bethesda too...) have prolly gotten quite "acquaintaned" with the next gen consoles and all that...

My best guess is late 2016 at the earliest, Maybe sooner. They just added a new studio to their ranks so i imagine they have more man power for this now.
