It hasnt been announced yet, I went instore and they made note of it

But I called every store here and they said they have no listing of a Collector's Edition and therefore can't let me preorder it. (We only have Gamestop and Best Buy here *sigh*)

Just pre-order the regular addition and ask them to call you when they announce the collector's edition so you can swap over.

I pre-ordered the game last week, and they said they had no listing for when pre-orders would be available. They said they didn't expect to see it till sometime near E3. So, I'm just waiting for it to be announced, not to mention rack up a little more cash, and then up to collector's. And this is from Game Stop, mind you... so...
