All,

I found one of the Aura Whisper locations on a dragon altar, but I have never seen any of the others. Are they locked behind quests?

The Dark Brotherhood questline will lead you to a dungeon that has one too.
Don't think the 3rd one needs a quest to get. It's in http://elderscrolls.wikia.com/wiki/Valthume.

So you can't get in the Dark Brotherhood quest dungeon at all without being on a DB quest?

I don't know about if it's possible to enter without the DB. I just remember not knowing about the place before a quest told me to go there. The DB quest doesn't actually take you inside the inner dungeon where the word wall is, but it takes you to the same location. So it's entirely possible that the DB quest isn't necessary if you know where the dungeon already is.

If I remember right the way to get the word wall in that dungeon involves a quest that becomes active as soon as you investigate the main door inside the dungeon.

All three parts of this Shout are available without joining the Dark Brotherhood.

Cool thanks. I'll check it out and see if I can do it without being in the DB or not.

One of the words is on a wall accessible through Northwind Mine, which is in the western part of The Rift IIRC.

Of course, looking at the Wiki, it makes the shout longer but the cooldown is longer too. I would rather have a shorter duration that I can re-trigger more often so I probably wont empower the extra levels of the shout.
