I think Arena was all of Tamriel albeit very basic as the world wasn't very fleshed out.

Daggerfall is set in the Illiac Bay, which is part of High Rock and Hammerfell. As Gecko said, Arena is all of Tamriel.

Arena is set in Tamriel, all of it. you can visit every province and every city within them, for instance, yesterday, my main character paid a visit to a city called Riverwood in Skyrim  dog don't expect the city's to be very detail.
if you are considering playing, i highly recommend them. it's always fun to say that you have completed such clasic games.

If you don't speak French, a Google translated page might help...http://translate.google.com/translate?sl=auto&tl=en&js=n&prev=_t&hl=en&ie=UTF-8&layout=2&eotf=1&u=http%3A%2F%2Ftheelderscrolls.wiwiland.net%2F%3Ftitle%3DArena_%3A_ArenaSetup&act=url

TES: Arena began its life as a team-based gladiator style RPG, which is why it's named as such. By the time Bethesda had changed the format of the game to the usual open world single-character RPG, I believe most of the press materials for the game were already released. So they threw in the (rather cheesy, though more poignant now that we know so much about the Mundus than back in 1994) explanation at the beginning of the game that Tamriel is called the "arena" due to all the conflict and strife. :P

Interesting. Thanks for that tidbit
