Does anyone know where you can buy a Fortify Marksman spell?

I think you buy a Fortify Skill and go to the University and make your own Fortify Marksman there.

Please correct me if I′m wrong

Per UESP wiki: 'As a spell, Fortify Skill is not available from any built-in spells. There are several other ways to acquire access to this spell effect, however. . . '

That's why I want one... You need to learn a Fortify Skill spell in order to be able to add it's effects to a spell. I'm trying to make a really good Fortify Agility + Fortify Marksman spell.
