Where can I download the Construction Set at?

I can't find a Download for Morrowind's Cunstruction Set, can someone give me a link or something to download it?

It's not available online anywhere (legally). Steam? Then I don't think tou can do anything about it.

Yes I bought it from steam... So I can't get it from anywhere??? This stinks.
