Where can I find heavy armor early in the game?

Unfortunately, looting heavy armor from enemies isn't an option since most bandits wear light armor.

As for buying it, raising the funds could take a while and I'd rather have a set of armor from the beginning.

Vilverin - Main chamber when you go down the steps into the ruin. There's Iron boots, cuirass, greeves, shield in the first big room there :)

IIRC, there's a partial set of Iron Armor in VIlverin, the Ayleid ruin right across the sewers where you start the game (north east of the Imperial City).

Go to the north end of the Imperial City Waterfront and find a group of three pirates. Save your game. Wait until there is an Imperial Guard close by and no other NPCs. Talk to the head pirate and then do what he says not to do, then run like crazy and let the guard take care of things. If you are lucky the guard will be killed and only one weakened pirate will be left alive. You have to kill the pirate. Late at night when everyone is gone seems to be the best time. It’s pretty good armor, and you get a silver sword to boot.

Bandits wear light armor. Marauders wear heavy armor. A few Marauder dungeons are

Sarcen, Fort Blueblood and Fort Nikel all have Marauders. Fort Nikel has both bandits and Marauders who will fight each other.

You can find Rusty Iron Armour in the tutorial dungeon.

You can find heavy armour during the tutorial and you can buy some from stores in the Imperial City. Making money is not a problem.
