^ ^ ^ This. Either up on the roof with the pale sniper, or out at the back of the road and camp in a pillbox on the table.

If not, then camp guardian has a pair on a table looking out on the Mojave wasteland.

There is a pair on the Bison Steve above the main entrance. Walk up the rollercoaster to the left of the main entrance. The binoculars are on top of the sign above the door. There is other loot too. Sometimes it is good to be an OC explorer. Frankly they are useless. The zoom is no better than iron sights.

I thought the Binoculars were great since it was early and I didn't have any modded weapons. Once I got a scope on my Laser Rifle, I didn't use the Binoculars anymore because the scope was higher power. I think they're pretty cool early though and maybe some Binoculars are stronger powered.

I got the binoculars with the Caravan Pack and used them a lot in my early explorations. Once I got some scoped weapons, though, I put them away.

(ETA - for that matter, I'm not using any of the Caravan Pack stuff any more. I've acquired much better gear all around. )

There are some PC mods that increase the power of the binoculars.

I'm on PS3 but I did see a demo of the increased power of the Binoculars on YouTube. The difference was huge. Having Binoculars really adds to that tick mark on the compass and helps a lot to see what's actually out there.

down the road from sloan, in the middle of the road at that checkpoint, there is a table, some sand bad type barrier and there should be a few residents of sloan hanging around but its right on the table, also like someone else said, mojave outpost on top of the building on the table i think.

I think that's where I got mine. I can't believe I missed the pair on the ledge in Primm.
