Where can i get the NIFtools plugins?

I'm trying to edit the mesh for chinese stealth armour so i'm trying to open it up in 3ds max. But i can't get any bloody plugins to do this. I've got autodesk 3ds max 2011 (v13) x32 bit.
If i just edit an already existing mesh, i won't have to do the whol animation thing will i?
I only plan on adding stuff onto it, like metal plates and whatnot
Okay, i installed the plugin. "no appropriate import module found" and "improper file format" *sigh*

If you're talking about rigging it to the skeleton, then it depends on how you edit it, and/or how extensive your edits are.
