I understand that we can add certain console commands onto a .txt document so that one can play the game with attributes set in a particular way.

However, where exactly do I place the file?

where the game executables are TESV.exe and skyrimlauncher.exe

You can drop them in the Data folder as well. That's where I put them since I've got a massive collection of batch files.
