Where to install exe unofficial patch in steam version?

C:\Program Files (x86)\Steam\steamapps\common\Fallout 3 goty

or

C:\Program Files (x86)\Steam\steamapps\common\Fallout 3 goty\Data

"updated version" if it matters.

I revisited the DC area for the first time in ~6 years and been playing a vanilla game. I'm a +100hrs in and I know I should have done this before starting, but I didn't think it would matter because I thought I would have gotten bored with it ~50 hours ago and moved on. I just realized/remembered I've never played Anchorage and never got far in Point Lookout do to crashing last time. So have lots to do.

...anyway, help please.

Also, would FOMM be the same?

Actually, bothh FoMM and the unofficial patch automatically points to your fallout directory, no user interaction necessary.

So you can just run them, no need to change any settings at all. It's the GeCK you gotta watch for. It really wants to be in a Bethesda folder.
