Where is Morrowind Graphics Extender 3.8.2.? : III

I've been trying to install Morrowind Overhaul and while I was following a video tutorial on adjusting the settings through MGE I realized my version was 3.8.0 not the 3.8.2. the person was using. Because of this I didn't have the same buttons as the person on the video tutorial nor the same results. So where do you download MGE 3.8.2.??? I've searched many times before but nothing useful has come up.

Or simply select rev. 186/178 under the MGE section in the MSGOO Program that comes with Morrowind Overhaul.

OOOO so that's where everything began to mess up... Ya I couldn't open those b/c I didn't have that version of NET Framework on my computer. Soooo I'm off to download it!
