I don't think the radio station location is given to you at any point throughout the game

No. Maybe in a DLC or something.

I want to know where he is so I can give him a [censored] album with more than 3 songs on it. I mean, the songs included are alright... the first 90,000 times. At this point, the ambient music that plays when you don't have the radio on is much better.

Anyone know a link to a howto about adding a new station from a mp3 collection...

A Computer Program!

Where else would you expect to find a computer program than on a hard drive? Maybe a face on a screen, but since House programmed him to be a radio host what need would that serve? None. He's most likely nothing more than some data on a drive somewhere on House's network, broadcasting from an antenna on the Lucky 38 itself.
