As the topic stated, is there a place to put a water purifier at Somerville Place? I'm on the 1.4 Beta and I don't know if they messed with the build border, but what I'm looking at now is just the right amount of water within inches of the build border on the eastern side. Was that the intention to just build a bunch of dirty water pumps? (I want my poor citizens to have clean drinking water!)

Actually the pumps give purified water. Don't know how but that's what I get from settlements that there is no standing water to build a purifier in.

I have never built up that settlement so I can't make any suggestion on the purifier placement.
