If you have it on PC you could either just spawn the weapon, mod it into an enemy or into the game or download my GGE mod which adds new gangs, one of the gangs I've added use that weapon among other explosive weapons so you could loot it from them after you've killed 'em.

Now place to find the APW. However, Thump Thump found at Nellis is similar in effectiveness (but uses 40MM) and does not have the same high skill requirement. Even though it's ammo cap is 1, it's refire rate is about the same as the APW even with the reloading.

It's not the same, but it is close enough to use for a while until you can afford the APW
