Where's the 9th Hold? : V

On the loading screen it listed Eastmarch as one of the holds yet there are only 8 carriage options etc. I even found Eastmarch Imperial camp yet no eastmarch so where is the missing hold?

Windhelm is the hold of Eastmarch

About the carriages: You can't take one to where you are thus only 8 options.

Haafingar => Solitude
The reach => Markarth
Whiterun Hold => Whiterun
Hjaalmarch => Morthal
Winterhold => Winterhold
The Pale => Dawnstar
Eastmarch => Windhelm
Falkreath Hold => Falkreath
The Rift => Riften

Yes, Windhelm is the city in Eastmarch.

Also, if you're by a carriage, you're in the 9th hold. So there would logically only be 8 options...
