I have read there is a single respawning dragon scale at the unmarked shrine west of Rorikstead. I am here now and still can't find it. I looked with another character a couple weeks ago and could not find it.

The wiki says it is beside a pile of rubble. Guess what? Everything here is rubble. It says this is the only way to craft dragon items without the main quest. Please help.

It could be stuck/underneath the terrain. Or if you are playing on the PC with mods then a mod may have removed it.
