Anyone who has followed the TES series would know that racial tension exists between all of the races. In Morrowind the Dark Elves treated all other races with disrespect and suspicion. This behavior makes lot of sense if you think about it. Throughout human history people of a particular culture would always be this way with immigrants and travelers. It's called self preservation.
