At first glance, Valenwood. If not there then somewhere in Cyrodiil near Valenwood because realistically you should be able to squeeze another city in-between Skingrad and Kvatch. Soo, north-eastern Valenwood, or the Great Forest region of Cyrodiil.

I've long considered Arenthia as a possibility. Also Skingrad because of the presence of the Temple (School?) to Julianos there.

It sounds so Welsh, I've always figured it was in High Rock somewhere. Such a name wouldn't sound at all out of place in, say, the Barony of Dwynnen.

Some vaguer thoughts: They've published a number of books on Ayleids and had a famed Ayleid scholar as one of their sages, which makes me suspect they might be located in either Valenwood, High Rock, Cyrodiil, or Black Marsh? And "The Gwylim Praxis" is perhaps an indication that the University had some darker origins? I would be amused if early Gwylim was an organization of Breton witches that was later whitewashed into a respectable imperialized institution!

High Rock is a good guess. http://www.uesp.net/wiki/Lore:Books_by_Author#Gabrielle_Benele, A Breton, was evidently a member of the university until she joined up with the Mage's Guild and aided the Daggerfall Covenant. This suggests that the university is indeed in High Rock - or at least in or near the Covenant's lands. Its not apparent anywhere in TESO though. So maybe north-eastern High Rock? I feel like I missed out on an opportunity here quizzing the TESO devs.

I'd argue for High Rock or Artaeum. The latter because it strikes me as the place to be if you're a high-brow academic institution, and the former because it feels properly situated given the contributions of Merrish and Mannish scholars.

You know, I could totally see it being a Battlespire expy as well. That said, High Rock would be the safe choice, but Artaeum wouldn't be a bad guess either.

I don't think it's very likely that any major organization except the Psijics are on Artaeum - surely their propensity for making the whole island disappear for hundreds of years at a time would dissuade people from setting up a University there! In fact, Artaeum disappeared from 2E 230 - 2E 730, and we know some of their most famous books were published at that time: Ayleid Cities of Valenwood, 2E455; Frontier, Conquest, and Accommodation 2E 344, Ancient Tales of the Dwemer 2E 670. Plus one of Gwylim's lecturers was on an expedition to Skyreach in 2E 582! I think that's probably enough evidence to rule out Artaeum.

I could pull the time card here and say nothing we know about chronology is certain, but I kind of agree with you. I don't think the Psijics would be very good at sharing.

If High Rock, it's possible they could be connected to thehttp://uesp.net/wiki/Lore:Julianos_School in the province. At the same though, I like Toe's idea about a more darker origin. Perhaps they could have been a learning institution that dabbled in Daedric Arts/Affairs, and slowly over time thanks to the local Bretons and subsequent Nordic/Imperial influence became more more Aedric-aligned?

This makes me want a Tamrielic Reading Rainbow.
