Silver Rush in freeside. Expensive but you can also steal one (as well as other pwn laser weapons.)
ALSO in Primm theres a flamer launcher that shoots fireballs but i forgot the name and location...Its somewhere in the building.

TIP:
In The Silver Rush in the back room hall by the bathrooms where the two tables are is the best place to steal the counter items.
Just pick up the stuff, bring it back there, and get BETWEEN the tables and steal. You'll be perfectly hidden. Also dont forget to open the bathroom door to block their view!

Also, there is an incinerator in the fiend territory. Pretty sweet

There's one in the Casino that is right at the top of the main street in Primm when you loot the body of the Leader of the Outcast group in there.

I found one during a quest you get it off of a unquie fiend.

If you go to the NCR camp near Vegas and talk to the dude offering bountys he'll tell you of three named fiends that they want dead, cook cook has and incinirator and a flamer and if you kill Queenie the brahmin he'll go into a rage and get reckless.

For whatever odd reason, the Convict Leader in the Buffalo Bill Casino in Primm had one on him, but didn't use it before he died of lead poisoning.
