Yeah, it's like a suit of armor from the medieval ages - a rare item that requires a lot of craftsmanship and resources to make. You pass them down over the years and keep it in good repair.
I'd say realistically, if you really got right down to it, the Brotherhood probably could make a set of Power Armor from scratch. But you also have to take into account what this would require. Machined parts, computer-aided design, frictionless bearings. You'd likely need a whole factory dedicated to this. It's not something you can just put together in a Warehouse.
Think of it this: You're stranded on a deserted island with no tools at all. And you want to make a Swiss Army knife. Okay, that's well and good - say you have a manual that tells you how to make one, even. You just need to smelt some steel, weld it into the right intricate shapes, and put them together. Before that step, though, you have to mine the ore. So you need tools for that. But where do get the tools to make those tools? You have some rocks and sticks. First you have to make (out of rocks and sticks) something that you can use to make the tool to make the tool that will let you gather the resources you need to make the tools that will make the tools that you can use to make what you want.
They've got plenty of scavenged material, sure. But making a whole suit of Power Armor would mean they'd have to dedicate an entire factory just for that purpose.
The Enclave can do it - because they already had factory, presumably. The Brotherhood would have to make their own. And first they'd have to put together the machines that would make the machines that would be used to make each intricate piece of the Armor. If they really wanted to, could they do so? I don't see why not, but it would be quite an undertaking. And the Brotherhood is more focused on keeping alive what tech remains than building their own.
