It's just a couple gears in a Dwarven ruin, they're pretty much found in every Dwarven ruin. Pretty sure they run off of magic...or steam....or both.

im fairly sure they spin and 2 if they do spin then it could be against the wall

In seriousness, it's either a graphical bug where a piece is invisible, or an oversight.
