They come from when you break down gear and sometimes when you refine harvested materials into crafting material.
There is a perk in your crafting skill line that increases the chance of gathering them from breaking down items.
Still, this stuff needs to drop a LOT more than it did during the beta.

I absolutely do not agree with this. I couldn't be further opposed. These items are used to increase the rarity of the item; rarity being the key word.

No. This is what makes crafting absolutely useless. When EVERYONE can make the best gear nobody cares. I would rather reward those who focus on crafting and make it difficult enough that it actually takes effort. Crafting isn't hard, it isn't unapproachable, there is nothing wrong with it. Sometimes you don't get to be everything in a game just b/c you have a pulse and a credit card.
In addition to the ways posted above the hirelings have a chance of giving you the booster items as well.

With these drop ratings, most won't bother upgrading equipment until later levels. That's very pity, a flawed feature that most won't use because they can't find the materials.
This, people were crying that crafters were useless and now people want basically everyone to be able to do it all without investing points or time on it. I agree 100% with Dion and Loxy here, and btw, I had no issues getting this items at all, but I do have my points on crafting.
This is wrong, they drop, but if you are a regular player (not a crafter) you won't see them as often, given crafter a value.
Well, to be honest, there isnt much point in upgrading equipment at low levels when you quickly outlevel it. And when pvp locks you into a predetermined stat makeup.
Last beta I opened and deconstructed loot from around 50 chests. I got a ridiculous amount of materials. I could get better $ results selling the items and forgetting the whole decon/upgrading thing.
Either way -because there are not enough materials or because you outlevel equipment quickly- is still flawed.
If you did a little PvP and don't care for alliance points, you can use them to buy the cheapest blue items (level 15 containers I believe) and extract them for the temper. Getting the extraction perks first might help with the odds.
You get them from deconstructing items, refining raw materials, heavy bags. I also heard the loot bags from fishing also grant temper material too.
What really irked me is that the 'random' generator sure doesn't SEEM random --- I tried it with 20%, 40%, 60%, 80% and 100% success chances and, unsurprisingly, the 100% success chance was the ONLY one that EVER worked. I realize that 80% success still means 20% failure... but that's FOUR of the rare upgrade items wasted (not to mention the item).
It's annoying when you're trying to move a white to a green rarity... but to move a blue to a purple, for example, you would have to be a fool to use anything less than FIVE of the upgrade components. If I believed that it really WAS an 80% chance with four, I might try it (considering how rare the blue-to-purple mods will likely be to find) but frankly I don't trust that it IS 80%....
Each increment of quality require even more temper. I think i heard it is
20% per temper (white to green) (5 for 100% chance without skill points)
15% per temper (green to blue) (7 for 100% chance without skill points)
10% per temper (blue to purple) (10 for 100% chance without skill points)
5% per temper (purple to orange / gold) (20 for 100% chance without skill points)
S/he might have a point - especially at early levels. ZOS already stated a level 12 common item might be more powerful than a level 10 gold item. I wouldn't spend hours deconstructing mats to level an item that will be, otherwise, obsolete with a trash drop. Seriously, the same amount of time could be spent adventuring where, chances are, you'll find a higher quality green.
Obviously, I'm not a big fan with the current way they're handling item improvements. It might be a different story if improvements only required one rare mat, but 5 for each - especially when you can improve an item every 2 levels?
You know you aren't supposed to make legendary items sets every two levels, right?
