If I remember correctly, Auriel's Ascension is an exploration soundtrack. You will hear it if you are outside cities or caves and not in battle. As for the music playing, I reckon that occurs randomly.
Only came in Game of the Year Editions for PS3 and Xbox 360, PC. The soundtrack was not included in the original copys of Oblivion on consoles. *not sure about the PC version*
i have the 360 5th anniversary edition of the game.i have yet to hear the track. come to that i don't think i have ever heard it on any 360 version that i have had (including goty edition
I hear this A LOT on the PC :/ Its really good during the sunset, ontop of the mountains. All alone, the wind rustling through the trees. It... makes me sad and happy, a mixture of feelings a great game should bring you

Some TES games (even Skyrim) has tracks that are exclusive to one platform. As for the track in question, it may be only PC as I hear it a lot.
