As neat as it would be, I fear it's impractical. Having a voice-actor say each of the 1,000 or so player names in the list would get really cumbersome. I suppose they might could minimize the work by having the name recorded in specific ways ---- having a Companion's voice actor say, "Bob, look out!" and then "Sharon, look out!" and so on for 1,000 times...
Seems like a lot of work, even if that phrase (the 'danger alert combat bark' ) were used a lot. In normal speech, though, say, "Look, Bob, these people need help" would sound different than, "Who do you think you are, Bob! You can't do that!" so you cannot just record someone saying "Bob" and plug in that sound bite into the sentence or it would sound weird.
That may be how they get around Codsworth saying it: they record his voice actor saying, "Alert! Caution "--- INSERT PLAYER NAME HERE ----" there is a molerat over there!" so that when you hear it, he says, "Alert! Caution, ~Bob~, there is a molerat over there!" where Bob would sound distinctly out of place in that sentence, but for a robot you can forgive having weird intonations in a sentence.
