For many of my races, I pick names with meanings from real life races that it seems Bethesda based them off of. For example, for Nords I look up old Norwegian, Danish, Finnish, etc. names. For Dunmer, I look up old Assyrian or Sumerian names. For Bretons I look up French/English Names, Imperials are Romans, Khajiits are usually random creations involving lots of j's and h's sometimes old African names (Swahili), Argonian birth-names are usually random with lots of s's and z's, given names are usually descriptive of appearance or personality. Bosmer and Altmer I have to borrow from elvish generators. Orcs are mono-syllable harsh sounding words, sometimes with the surnames from Morrowind attached. I tend to borrow Redguard names from a bit of everywhere, mostly northern africa and middle east but some from Turkey and old Spain.
When choosing names from these lists, I look up there meaning and match the playstyle I have in mind for the character. I never try to pick names that already exist in TES universe or lore as it feels cheap to be a "reincarnation" so to speak.
As an example, my current character who is a Nordic warrior is named Einarr Wurm-Slayer. Einarr is old norse for "lone warrior" and Wurm is the old germanic form of Wyrm/Dragon.
