GOTY does have all of the DLC. Did you make sure to install the second disk? And after the second disk installed did you make sure to open up the Fallout Launcher and placed marks in the "data files" section?

Your DLCs aren't fully installed. Start the game from the Fallout Launcher, click on "Data Files". Check off the boxes beside the DLC's names (Anchorage.esm, Broken Steel.esm, etc). Go play.

Yes, the DLCs are on the second disk.....you may want to install in safe mode, since the second disk has some installation issues.

It will take a while (some people say up to 30 minutes for it to load). Since its just a .exe file thats over 2GB.

Or you can do the much quicker and easier way and boot the PC into safe mode and install from there. (Takes maybe a total of 5 minutes)

I don't want to be mean, but I must say my opinion here: people should really learn something about computers and read the manuals before coming here to ask simple question wich is answered at the back cover of the GOTY I think.
