I let the gouls take over tenpenny tower and i just found they killed all the people and put them in the basemant. where is the basemant and the pile of bodies? I wanted to do "strictly business" is that impossable now that susan is gone? or did she get away?

no she died...but you can still get

The bodies will be in the storage room. When you enter Tenpenny Tower from the outside, there's an easily overlooked door on the left wall. That's the storage room.

If someone for the Strictly Business quest is already dead you'll still get paid for enslaving the others, I know this because I went to Minefield for the survival guide and killed Arkansas before I found Paradise Falls.

one of the peopel for enslavement were at tenpenny !!! damn it i just released the trogs err feral ghouls (trogs sounds better)

You can still complete the quest and you can also just enslave random Raiders. Easy money.
