Which Character build will you have

Character: The Mad Scientist

Evil Karma

Wear a lab coat glasses.

Use only energy weapons and plasma/EMP grenades. Use high endurance/agility so can withstand hits and dodge hits. High Intelligence of course for energy weapons + science.

Focus completely on energy weapons.
Play the game your way, decimating anyone you choose. Even full town's if you want. If I was this character, I would have definitely activated the bomb in megaton, and then slayed tenpenny towers too for my new home completely for myself. This character would be similiar to the scientist in FNV who is a human, who mistakenly thinks he is a ghoul and works as a scientist for the ghouls, except your Lone Wanderer version is obviously a lot more tough and dangerous, who doesn't work for ghouls unless it is in his best interests.

He can become like the Ant Antagonizer, except he is the mad scientist.

When the mad scientist finds a slaver camp, they know this is their last battle. His reputation knows no bounds in the wasteland.

You can also choose to make him good karma, who fights for the good of the wasteland. Like the lone wanderers dad in FO3. An inspirational character, if real life really was Fallout, that is who I would want my character to be like. "I heard about you de-activating that bomb in Megaton son, that was good."

I would like opinions on one of the builds that I just made. I was thinking of making a "Lucky Charmer" character whose stats are highest in Charisma and Luck. He would use his silver tongue and good fortune to survive any encounter. However, I noticed that Charisma focuses on pacifying and solving problems through words while Luck is geared towards chances of combat bonuses. It seems like these two stats could clash with each other as I plan to avoid combat with this character and use Luck for cases where pacifism would not work. Here is the build:

S: 2

P: 3

E: 2

C: 9 (Cap Collector, Lady Killer, Animal Friend, Local Leader, Party Boy, Inspirational, Wasteland Whisperer)

I: 2

A: 2

L: 8 (Fortune Finder, Scrounger, Bloody Mess, Mysterious Stranger, Idiot Savant, Better Criticals, Grim Reaper's Sprint)

Would the Charisma and Luck stats synchronize well with each other, or would it be best to focus only on Charisma for one character and then Luck for a second character?

I think luck complements charisma very well in your build, since the perks in that tree are general damage buffs (not limited to a specific weapon type)! If you're ever in a situation you can't talk your way out of, bloody mess + better criticals with an assist from the mysterious stranger will make short work of any opposition. One can never be too careful in the wasteland.

10 Perception for very high VATS accuracy and spotting enemies early. I would then shoot them from far away with a rifle in vats, 5 Agility is for the extra action points perk. Once the enemy gets closer would I use explosives and mines(perks also in perception).

I might also use 2 level ups to raise agility to 7 and take the ninja perk, but only when I feel I need to sneak.

I usually lean towards high str, int, per, and agility. The rest I just shrug over. So long as I can fire my sniper rifle with deadly accuracy I'm fine.

My first char will be a fellow named Max with focus on using silenced rifles/shotguns for lots of sneak attack damage and his charm and nimble fingers to take care of the rest.

S 1

P 4 (pickpocket, rifleman, lockpick)

E 1

C 8 (lady killer, inspirational)

I 4 (medic, gun nut, hacker)

A 7 (sneak, mr. sandman, ninja)

L 3 (bloody mess)

The char is great right from the start as he can lockpick/hack/persuade his way through anything and ninja perk from agility really puts those sneak attacks into overdrive. The only downside is the lack of my favorite energy weapons usage, as energy weapons probably cannot be silenced and thus are too risky for my fragile Max to use. Once the initlal S.P.E.C.I.A.L. base is saturated with perks, there are also plenty of avenues to strengthen the overall build by increasing S.P.E.C.I.A.L. without significant perk cost (particularly with bobbleheads):

S 1 > 3 (armorer, if some sneak armor mods are available)

P 4 > 6 (night person for nightvision while sneaking)

E 1 > 3 (life giver for health regen)

C 8> 9 (to get 100% persuasion success, 10 with bobblehead)

I 4 > 6 (science for energy weapons, if gun damage is crap or energy weapons can be silenced)

A 7 > 8 (fast reload for those non-automatic rifles, even better sneaking)

The combat will definitely not be tedious as I will be playing hard or higher difficulty and the char will be quite fragile once out of stealth.

I love seeing everyones character builds. Just shows how much of a varied character you can make.

There are a lot of perks that I am unsure of.. mostly because I don't want to become overpowered. While things like toughness, medic, aquaboy, fortune finder and scrounger look appealing.. they might not be necessary at all. As an explorer will I really need a boost to finding ammo and caps? Probably not. Bloody mess was one that I avoided entirely in F3 and NV.. for one, I got tired of every body exploding. That gets boring after while. I also caused plenty of damage, I didn't really need a boost. Toughness was another completely useless stat for me in the past. You had way too much HP as it was. As of right now I'm not planning on taking any perk that will make me harder to kill. But who knows.. once I start playing I might end up dying all the time and change my mind.

endurance = HP

strength = HP and carry capacity

luck affects everything

So basically, I'm badass [censored], with large cudgel.
