I think he just prefers whoever carries out his mischevious deeds, whether it's Bosmer or Khajiiti.

Imperials: boring. They sit around all day and conquer and talk about mudcrabs. Butcha gotta be pretty crazy to drive a big stompy robot...
Nords: Ah, the hardy, crafty warriors of Skyrim, you gotta be kinda crazy to roar loud enough to knock stuff down, but still, they're pretty lame.
Bretons: Lame, those sons a elven [censored]s
Redguards: For the most Part lame
Orcs: the smell, and were created by being [censored]ted out of Boethiah, it comes with a degree opf craziness.
Altmer: Come on, their very name means "Snobby-folk" in a way,
Bosmer: They eat their dead, hang with great apes, and live in walking trees. perty darn crazy
Khajiit: One word: SKOOMA. Plus, we all know they lick their butts.
Argonian. Pretty boring, swamp-svcking fools.
Dunmer: Somewhat crazy, When you build stuff out of mushrooms and ride on giant bugs it kinda earns you a reputation.

So clearly when you look at the facts, Bosmer and Khajiit win, followed by Dunmer, then orcs, then Imperials and Nords, and evryone else svcks. end of discussion.

The fact that sheogorath appears to be an imperial is a moot point as the daedra can take male and female forms but are often represented as one or the other by the worshipers. Sheogorath could appear to be anything depending on who's looking at him, as alot of his realm and himself is rooted in insanity.

I would think he takes a liking to the Tang Mo (technically, that's the name of their region of Akavir, I believe), a race that is inherently a little crazy. As for Tamrielic races, I'd have to agree with Bosmer.

Well, the only reason Sheogorath appears as an Imperials is because when the Daedric Princes could still wander Nirn unhindered he would appear as an Imperial Banker walking along the Gold Road, which gave him a rather unassuming appearance.

Quick run through all the playable races reveals the most probable answer: Bosmer.
