An alliance can accomplish everything an empire can, which people forget Hammerfell is no longer apart of, and would be reluctant to ever be again. If Skyrim were independent however, they'd be more likely to fight with them. The line comes from Nords of Skyrim.

There is simply little reason the Empire should continue to exist.Even militarily humans should have better chances if they combine their forces in a form of alliance.-3 distinct nord,redguard and cyrodilic armies+maybe support troops of Dunmer.Every1 with their own distinct method of warfare.The nords can wtf own the Thalmor with the shield wall and big axe wielding bersekrers,just as they did the falmer,under Ysgramor.The potential in the nords is wasted in a disciplined infantry such as the legion.
The Dominion army will have to adapt to seperate types of armies,instead of just 1.Also if every man was in the legion,if things go bad ,all go down together,which sux.What i mean is ,if the leadership sux,every1 is screwed,which is not the case if the armies are allies.
There are also other +ses ,but won't get into great detail right now.
Sure if the dragonborn supports the Legion the Empire will survive and defeat the Dominion.But the Dominion will be defeated if Skyrim becomes independent also,and more stylishly.
Alliance can accomplish anything only because you like to think it would. I and any Imperial supporter will say that an Alliance will not match up a united Imperial army, even if an alliance is ever achieved in the first place. The Empire doesn't need Hammerfell to win. Just kick in the door and watch the rotten structure collapse before you.

If you actually read the OP, I don't think that's a valid choice for his character.
But I believe that an alliance between the Empire and Skyrim will likely be impossible if the Stormcloaks win the war.
You see what I mean though, Elven culture is so peaceful, that's all the Thalmor wish to return to Tamriel. They want to replace the blood-thirsty culture of men, who are always fighting wars with each other. The last time there was a war between Elves was because of a bunch of pirates.
Hahaha, sure they could! Not! In the last Great War the Empire barely survived, and that was when all the races of men were unified. Now with the Nords at Civil War, the Redguards not wanting to ally with the Empire, and the Empire itself crumbling, I doubt the men could win agains the unified forces of the Altmer, Bosmer, and Khajiit. Also, they do not take forever to train. The Altmer have some of the best warriors in Tamriel (well, the vicinity of Tamriel), they just pay a lot more attention to detail and perfecting their skills, because they have more time to live. The Altmer also have some of the best, if not the best mages, not to mention the Bosmeri archers.

You don't have to necessarily avoid them, just choose your words properly and ignore their accusations. I usually take it as my fellow Justiciars are jealous of my character's achievements.

The Thalmor don't want Mer to rule the world, they simply want to bring Mer cultural supremacy back to Tamriel instead of the stagnant and bloodthirsty human Imperial culture which violently usurped it. They want to create a new Merethic Era.
