Followers of the Apocalypse I think, but needs to be a faction with a fighting force...

Followers are the most helpful faction, and give reputation the easiest (donate meds is about all you have to do)

This would be followed by the Kings

For a fighting faction you can join, the NCR gives the most Karma boosting quests.

It could be argued that the Boomers are a helpful faction to join, as all you do for them is help them and not hurt anyone else.

He's absolutely ruthless, but he's not callous and he "looks after his own" and those that aid him.

The most "good" faction would indeed be Followers of the Apocalypse, even if they are naive.

This is also a good point. The Boomers never ask you to do anything that effects any other faction other than themselves.

I wouldn't call him ruthless, just pragmatically good. I love the followers and all, but you don't reforge the world by kissing booboos and hugging people all day.
