Which is the best way to give my Dunmer Mage similar (if slightly weaker) racial bonuses (magicka/weakness to it) to an Altmer?

Her father was an Altmer, her mother a Dunmer. In TES this makes her a Dunmer with Altmeri traits.

A while a go I made a tiny mod for this, but that resulted in every Dunmer having a larger than normal magicka pool. Not what I'm after.

So, is a mod or console the best way to go?
Either way, could you detail what I'd need to do?
