it may be possible, but it would require alot of scripting to get to play the correct animation when you attack, plus you would have to create and all new model from scratch. It may be possible but would be very difficult

This comes up a lot. The answer is currently no. It might become yes with the help of NiSE, but even if it does it's a huge amount of work which may not be taken on by anybody.

a whip would go good with some of the outfits i've seen, could probably re-live castlevania through oblivion!

but i STILL want a grappling hook ! ! !

It could be made as part of an outfit or something of course (a cuirass with a whip rolled up on the back or something), but as was already stated it would be most-likely impossible and definitely extremely difficult.

Here is the verdict on whips that are plaza-she and functional: no. however, it is possible now, but just not probable because of what it requires. a weapon is essentially an extension of the players skeleton, and Havok does not effect the player. therefore, a whip Co-idiot be possible unless you were to do super extensive Scripting and create essentially a charr of separate section. the modeling is nothing in comparison to what you would have to do to Script to make the model work how it should. This scripting could Fate possibly a year to get to nark right, but that is saturator slew of other bugs that could take another long time to workout and fix-and who knows, some brigs or other scripting things say not even se possible yet. so to shorten this: no, it can't be done.

I know that if you look at the new skeletons released they do in fact have bones in place to be used for whips but I have only seen those used to poses for screenshots. It would require a lot of animation experience to get it right and even then it would not be a weapon it would be part of the armor/clothing, and again no havok. If only you could have a mesh with a deform animation like a bow (curled to extended) and could trigger the animation when swung, I don't know how well this would look, but then at least it would be a weapon. I don't know anything about scripts but would it be possible to swap the nif right as you attack. You might be able to use a coiled mesh as the default mesh then replace it with a mesh which is animated on attack. Again I don't know how well it would look or work, but anything to make Oblivion more diverse is good.

I've been around for quite some time here and heard "no, can't do!" plenty of times. They said dismemberment was impossible: Deadly Reflex came up with the goods as it did for mounted combat. They said real dual wielding was impossible, UV showed different. They said it was impossible to play all the overhauls together as there was no way to combine leveled lists: Wrye Bash and FCOM showed different. They said creating a brand new creature with new animations was impossible: Saiden Storm came up with the goods. I could go on for a while but you get my point.

It just takes someone with the right skills, plenty of time and dedication to do so. Nothing is impossible.
